Yes, but overall, I would just sanction China, India, Egypt, Turkey and Brazil with 150% tariffs (and align with the EU to do so as well), which should cause these countries to stop trade with Russia.

This should cut 80-90% of Russian exports, which should cause some problems in the Russia economy as currently Russia uses dollars received from selling crude oil, gas, LNG and coal to buy chips, weapons etc.
