Isn't Saipan just Chinese territory now since the governor there was recently assassinated and now it's in the hands of obvious Chinese plants?

Last I heard, they still allow Chinks visa free travel to Saipan, which they can then use to travel to anywhere in America visa free.
They also legalized gambling on the island, but mysteriously only one casino was ever built, a Chinese one which somehow generates like $200 billion a year in profit (not bad for an island with a population of only around 43,000 people).
