They would have to pass a constitutional amendment to disband their independent districting committee and give them the allowance to do the redistricting in an off-year without an election. The problem is, they ALREADY gerrymandered the shit out of their state, NYC in particular, and then tried to lock it up by making it so you essentially can't get a consensus done to un-do it since it has to go through a committee and it has to be done after the census. California has the same laws.

So they would have to, as a state, literally convince the state government to pass a new amendment voiding the old one, and you'd have a pretty fucking hard time explaining to the literal people who live in your state that "Sorry, we hate your politics so we're literally removing any voting power you have!" and have that go down well. Especially because if it fails, well then you're just completely fucked.

If you think people leaving the state is bad now, just wait til after you re-map it so that their entire rural or semi-rural districts are nullified because you roped in a slice of NYC to cancel them out.

Kathy Hochul is currently claiming that the independent districting committee, established in 2014, is "tying her hands behind her back" and needs to be abolished. Almost certainly, any amendment they try to push to nullify or abolish it, would have baked-in protections after-the-fact to ensure that once they do away with the committee and probably give themselves the power to draw up new maps any way they want right now, then afterwards it's locked down and can't be changed at all later.

The thing about the current Republican/Democrat divide is that Republicans, in general, pull in pretty solidly from all demographics without having to change their messaging/approach. They just need to be where the voters are, and they have appeal. Democrats, right now, actually don't appeal to anyone except those they're trying to convince will get free shit in exchange for their votes, and then AWFLs and college kids. So their only play to stay competitive is to make sure that every district they want to own has a significant majority of both low-information immigrant/POC voters and affluent upper-middle-class women and/or college kids. So they need to draw these districts snaking around the cities and weaving in and out so that they always have some of both to overpower the middle-class normal American voter.
