I know what you mean but right is broadly used to mean some legal entitlement. By your argument there are no rights at all because for any given right you can think of a situation where it doesn’t apply or it’s impossible to enforce
If you’re that much of an autist then the only right is the right to the laws of physics and not much more. Maybe a right to logic and mathematics too.

i would say a right is something that has to be specifically taken away or restricted for you not to have it
e.g.
>right to free speech
>right to free movement
>right to freely associate with other people

if you have to use resources or effort to provide something you can't really call it a "right"
