The thing about small government is that small government means small government. The resources or the money to pay for it or the beaurocracy to oversee it isn't there. Especially for a state as massive as texas, with a border as long as it is.

For a long time texas relied on private landowners to spot, report, and or "discourage" illegal crossings. Cartels come in and try to bribe the landowners, and it often turns plata o plomo from there. Feds used to support these landowners, but they backed off years ago and now they persue landowners who take the money and confiscate the land, and also charge and confiscate land from the ones who actually try to fight back.
So inevitably you end up with huge swaths of unoccupied and unwatched land. And you also end up with cartels using straw buyers or shell corps and straight up buying land at federal auctions that was confiscated from private owners for cooperating (ynder threat of death) with the very same cartel.
