Basically the first one, whatever it was, the one that created the genre.
For like 2 decades everything was a carbon copy of that shit, with magic wand and frilly dress. This changed with Madoka, but simply created a variant genre of "dark/edgy magical girl xddd".
Still that was an improvement over 5 different Sailor-Moon-esque shows per year.
