The only people armed are the ones at the gates, and a few patrol cars.
Soldiers can have their privately owned weapons and ammunition at their homes on base, but the ones living in the barracks are unarmed.
And, each armsroom only has maybe thirty rounds or so of ammunition, but opening the armsrooms in an emergency will still take time. Maybe a half hour or more to get all of the right people together and open it.
Even then, the large amounts of ammunition, hundreds and thousands of rounds, is kept often miles away under lock and key also.
So a full on ground assault on a military base means that if you and ten heavily armed friends wanted to cause chaos, you'd get a ton of bodies each before any real defense could be mounted.

Granted, 3/4th of the people living in on base housing have their own private weapons and ammo, so that would be a bad idea to attack housing, but the barracks or public areas?
