I don't think they get paid to go to school, rather they spend their time "at school" selling crack and fentanyl and engaging in prostitution and similar activities. They do probably live in government subsidized housing and get their food paid for with food stamps though. Then if they're still alive when they're college aged, they may get paid by the government to get a degree in underwater Wakandan mythology or something.
