Depends.

If I am at the bar and it is crowded because of a big game I will absolutely tip the fuck out of a bartender who makes sure that there is a fresh gin and tonic in front of me the moment the last was finished.

If I am at McDonalds and the wagie asks if I would like to leave a tip I am going to just laugh and tell him to put the fucking fries in the bag.

For the context you're talking about, yes.
There's no reason why this should be a part of how restaurants work.
In a more general sense, no not really. If someone does a genuinely good job then occasional tips that aren't expected will contribute to a general environment of gratitude and respect between all parties involved in the customer interactions.

It seems reasonable back when everything was physical, and it meant tossing the guy a couple extra coins, or just letting him keep the change

When its officiated as a separate function on bills and apps and you're mathing out percentages, and apparently wages are shaped and regulated ASSUMING for them, its clearly morphed into something silly

Problem is obviously how do you get rid of it now its so entrenched into your culture and so many workers rely on it to the point where it IS their unofficial wages

Well it's easy, ban the practice and simultaneously remove any minimum wage exemptions for tip-expectant jobs. You won't get cash payers but who carries cash? As long as the payment processors aren't allowed to put buttons on the app which can do it, it will basically stop happening. And as long as the repeal of the exemptions comes through at the same time nobody will think that they're leaving help staff in the lurch.

Tipping with a card, or an app, or even "no taxes on tips" defeats the whole point, because CASH should have been already been flying under the radar.

Not sure you can say that, since wages are usually set and regulated assuming for tips, if you deleted the concept then those business owners would have to raise prices to pay normal wages anyway, so in the end you're still paying the same, but without this extraneous system that gives you the 'choice' of paying less but have everyone think you're a shitbag for doing so and leaving some server underpaid

I don't get tipping the delivery guy. All they did was bring the food to you. The chef and packers get no tip and they did all the work. You must some kind of fool to think your tip gets past the delivery driver especially if you tip cash.
