Because it's a shitty deal for Russia's interests. In order for them to accept an agreement, listen well, as a MINIMUM it must be fulfilled;

1. Ukraine will hand over the entire Dombass.
2. Ukraine will sign neutrality: no NATO, no nukes, no western armies in Ukraine.
3. NATO must commit to no further expansion.

These three are absolute demands, there is no possibility of negotiating anything without accepting all three. The offer fails to meet all three.

This would just give time to Ukraine to re-arm since the West is scaling up weapons production.

On the other hand, Russia is still in danger from deep strikes if it doesn't take the deal, as well as their partners (China, India) might drop them.

All-in-all, it seems to me like Russia will take this pyrrhic victory, in order to stabilize their economy & fix electronics shortages themselves.

The risk is for them to be "duped" into a ceasefire that isn't followed by key sanctions being dropped, in which case I'd say that hostilities will re-start a few months later.

Just keep escalating and doubling down? There has to be some kind of settlement. The current world leaders also need to sit together, put their cards on the table and come to some sort of general agreement about peaceful coexistence. There can and must be a mutually beneficial agreement, proxy wars between nuclear powers are a recipe for desaster, shit will hit the fan sooner rather than later if they don't start acting like grown-ups.
