Isn't this basically the same thing that was happening in the 50s and 60s? The Soviet Union was playing nice with minorities while they were alienated by the US. In any case, both back then and now, it's not worth being nice to minorities if the result is them flooding our country. I don't know if Russia has a way to avoid this or if they're banking on filling their country with Indians and other groups won't be that bad.
