So no, this hypothetical you're suggesting will not be common place, and the big corporation will still win. If anything, access to foreign resources is one of the only ways smaller companies can actually compete in the US.
Now as for the big company winning in the US, the goal isn't to create more low paying jobs in the US, which is what these jobs will be.
