They, or at least most of them, actually treat people better than the Mexican government. That's really saying something. A lot of people going missing in Mexico is from the mexican marines murdering people in mass and dumping the bodies, blaming the cartels or directly controlling them. There was a huge cover up of the student protestors who were murdered too. They also mobilized to genocide an entire region of people, but the internet went into an outrage over it, so they got more secretive about it.

There's a problem though cartels don't need to wipe out a government. They aren't revolutionaries. They like seek only to make money and make sure their supply lines remain open and continue to expand. They'd rather go to war with other cartels than governments and can pay off local police, local governments etc. The goal of cartels is never to take over Mexico. That would bring heat they don't want and waste resources allowing other cartels to focus on growth while they take the heat.

They were taken by a local police force in a backwater cartel run city. In cartel cities you can expect the local police to be bought by the cartels. State police maybe 50/50. They know if they avoid doing shit that brings too much heat they can operate with impunity as they military only becomes involved when shit gets too out of hand.

When you say Mexican government I assume you mean national government not local police forces which yes are often just a part of the cartels. Cartels run a lot of police academies.

The problem is that currently the formal government takes care of all the gay governing shit like paperwork and taxes, while the cartels get to just do awesome stuff like kill people, blow up helicopters and fuck whores they kill the next day. That's their preferred system, where they're in charge but they don't have to do anything lame or gay to stay there. They're in charge but they're not responsible for being in charge.

That only works because the formal government keeps agreeing to do it with the perennial hope that they'll get back in charge somehow even though it never happens. So they should just give up. If the government were serious about doing something about these armed cartels, all it would take is to bring in howitzers, mortars, and aerial reconnaissance.

Even if they had guns (which I think they could get if they wanted to), an organized, a "well-regulated militia" would be blown away by 155mm shells flying in from 30km(19 gaymile) away. The reason heavily armed cartels survive in a semi-functional country like Mexico with a regular army is because they are in cahoots with the government. It's all a show.
And while small arms are certainly better than nothing, they basically serve no useful purpose against such organized violence.
They just turn everyone into overconfident, isolated individuals with guns, just like in muttmerica.
If you were placed under the cartel's overt direct control, you'd lose your balls after witnessing primitive torture and executions following sporadic resistance from the residents. The mutts clinging to mhu guns have often no idea why they don't do shit.

The problem is that highly capable people rarely die just for money. Human resources willing to take such risks are limited. It is nearly impossible to completely eliminate them, but it is possible to weaken them.
If the Mexican government had regarded them as rebels and seriously attempted to suppress the rebellion, they would have been worn down, and at least on the surface, the local anarchy, where people were beheaded and their hearts were removed on a daily basis, would have been resolved.
The government has not even bothered to properly implement large-scale military mobilization, regional sieges and blockades, mountain searches, or sweep operations, let alone strengthen border control or cut off the funding sources of malicious cartels. They probably don't have the motivation.
They are not even entering a wartime regime, but merely imitating a fake and gay GWOT bullshit.

If you want to extort Jose the Agave Farmer, he has to be able to sell his product so he can turn around and pay you, which is now also your problem. So you have to go fight someone to establish a safe trade route. Fighting is really hard and expensive so you work out some kind of truce. Work out enough truces and you're a boring government.

Yeah and I don't want subhuman cartels ruling me I want a liberal democratic government like we've had for periods. Cartels kill with impunity with no due process and do so in the most brutal ways. There's no government it's a brutal corporation with an armed wing.
