Japan has an aging population so they don't have enough workers. That is different from the U.S. which has enough workers for agricultural jobs but aren't physically conditioned for those jobs which is why they rely on immigrants and illegal immigrants. The U.S. has enough or more than enough trained workers to do the tech jobs but the CEOs of companies like Microsoft and Tesla would rather replace American tech workers with foreign pajeets who do the work on smaller salaries.
