My gaming rig is a windows 7 pc hooked up to a CRT television with a transcoder.
It runs emulators exclusively. Everything from atari up to the wii.
It's 100% offline.
I never get messages, or updates, or popups or anything.
It boots in seconds because it's not bloated with updates and garbage.

Here's a thing that forces you to stay connected (least in swediatan).
Certain cities forces you to use an app on your phone to pay for parking.. They don't accept cash and they don't accept cards ONLY an app on your phone.
So that in essence mean that if you don't have a phone, you cannot park, legally.
So you cannot leave your phone at home if you're going to the city
