Its not actually. And in fact AoC laws apply to men even under 18. if a young girl is 13 and the man is 17 this is still considered unconsenting rape in most states. This is because the maximum age gap is 3 years old. if she were 14 then no laws are broken. If the male is 18 then she would have to be 15... HOWEVER...
