They are all multimillionaires after a while because they have excellent connections and they have advanced knowledge of decisions that move stock prices because they are involved in these decisions and they are allowed to use this info to their advantage. That said the stock act didn't really do much other then now we get full disclosure of stock ownership with in a month. So we can see conflicts but that's still not technically insider trading.
