In a pure free market, I think you are right, but China has been gaming the system for decades. The point of tariffs, IMO, is that China won't pass the price off to consumers as their game is undercutting other countries. Trump learned this first term, but also saw that they sell through other countries. So Trump is tariffing all those other avenues.
