For one you need to understand the context. Israel was under Roman occupation. Rome had the exclusive rights to capital punishment. While Jews did have their own court system, they were forbidden from carrying out capital punishment without consent of Rome.
Second, only the woman was brought for adultery. The law they were using requires both the man and woman to be brought forth, as both are guilty. This shows they didn't actually care about the law, they cared about trapping Jesus
The idea was that if Jesus said "stone her", He would be breaking the Roman law, which could be considered insurrection.
If Jesus said no, He could be accused of breaking the Mosaic Law and so not the Messiah.
So instead, he wrote on the ground with His finger. The Bible does not say what Jesus wrote. Because it's actually not important, the important part is the act. Do you know what else was written with a finger? The Ten Commandments. Written by the finger of God.
In other words, Jesus was saying they were HYOOCRITES. Jesus is the one who GAVE THEM the Law, and here they are trying to use it against Him, without obeying the spirit of it. That is why He said "he who is without sin throw the first stone". This upholds the Mosaic law, exposed their hypocrisy, and escaped the trap they set. It's also in line with the purpose of the incarnation, which is redemption not condemnation. "Neither do I condemn you, go and sin no more".
