Just this past week I caused two separate ones to go out as I drove under them while I was in a part of the state I had never really been to before. I had only seen this type of weird purplish/UV looking streetlight in three different areas of the road/in a parking lot, and "conveniently" out of hose three times it twice went out when I was directly under them.
Never in my life have I had normal streetlights just flicker on and off rapidly when I pass under them (I've had them go out when nearby or under them, but they would go totally out out, or be streetlights known for sometimes flickering even when nobody was passing under them), and never mind that happening on two occasions, and in a such a short time frame. I smell a pattern.
I figure that they were part of the surveillance state/InfraGard counter terrorism zersetzung system, and that that "blinking"/rapid outage acts as a clearly visible way to let those both the cameras (as a recorded proof of the systems working properly) and human assets within eyesight of them to know when a suspected baddie passes by. I figure it's mainly for those who are part of the ground level enforcer community stasi system and others, like police offices waiting at speed traps or city limits (the ones that went off were on or near the only major road that went into the smallish town), to know in real time fashion that someone potentially troublesome is in the immediate area and to be on high alert (as things like automated texts/messaging systems may be too slow and leave a not-so-secret digital paper-trail to systems and programs that "don't exist" or that are now operating independently from their "official" parent programs and/or being egregiously abused and operating in unconstitutional, illegal, and stark contrast from their purported original purposes).

Those new lights are garbage though.
