To me this story was a parable how God knocks us down before we destroy ourselves. This could be an allegory for Fall of Rome as well. Rome was too much technology to people who completely forgot God and became hella evil and immoral. Basically, it's whatever the members of a particular religious community/church think is Biblical. In early Christianity, most churches generally agreed on which books were good scripture and which were not, and church leaders got together at several Councils in the 300s AD made an official list.
But I also think you are seem to think that everything considered part of the Biblical canon must be read completely literally, which isn't the case at all. That isn't part of Christian doctrine, and there are parts of the Bible, especially the earliest parts which recount events from the Bronze age and earlier are clearly meant to be read allegorically or symbolically.
Later stories about Iron age and classical antiquity have a different tone that suggests they should be read as documenting actual historical events.

The Christian Old Testament is mostly taken from the greek version of the hebrew bible, with some other books added, which varies some depending on the particular Christian denomination.
