You're thinking of things in terms of the internet era. This murder happened nearly 40 years ago. There was actually a controversy where cops sent the wrong photo of her to a newspaper. It was a photo some other girl while she was alive, that one of the cops found in her apartment and assumed it was her. That's how archaic shit was. Crime scene photos were always copied and passed around for different police to review. Inevitably, they were often "leaked", and one of the copies would get in the hands of the media or someone that knew the cop. It's not like the media can show this on TV or anything, so all of these leaks didn't surface at-scale until the internet was decently popular. Could literally be from a child of a detective finding a photo in a shoebox decades later.

On occasion, cops or the family will release victim pictures, but that's usually to help solve something or for the family to make some kind of "statement". Even when that does happen, it's not graphic rape photos like these.

It's not to protect children.
It's to make it illegal to share evidence that incriminates pedophile rapists outside of controlled official channels. Think about that.

Simply possessing photographic evidence of an important politician or businessman raping a child is a felony, a felony that is easily turns into a death sentence in prison. There are algorithms that scan the internet constantly searching for and flagging photos like this for deletion and everyone thinks it's normal without seeing the huge potential for abuse of power.
