It really depends on the race/species and also any clothes they might have. I don't think an anthropomorphic shiba-inu dressed in traditional japanese garb is white-coded.
Same goes for birds or any anthropomorphic animal. White owls can't be black-coded because they don't come from the regions that black people originate from.
Though cultural associations do play a role. For example in dysney's robin hood the king is a lion and is a reference to richard the lionheart, even though lions aren't native to england because lions are a symbol of the british royalty.
But rafiki from the lion king is definetely not white-coded. Depends also if you consider lion king characters to be anthropomorphic enough. Is the rat sensei from ninja turtles white? Idk, you tell me. My stance is no.
