I would say, to keep things simpler, is that what are children? They are creatures that don't know how to call for help nor defend themselves. So we have all sorts of agencies to not just punish child molesters, but more importantly, to try to prevent them from molesting in the first place. We registry children, we do autopsies, society is vigilant on child abuse (while 100% unaware of animal torture abuse), and so on.

And what are animals? They are children. They are creatures that don't know how to call for help nor defend themselves against humans.

Therefore, we must always copy/paste all the rules, laws, legislations and agencies that exist to halt child abuse, and these same procedures must exist for animals too.

You don't need to separate animals from children, you need to treat them as the same thing. That's how you start tackling animal abuse
