Its actually not if handled right. Originally, the domcratic system is simply a way to find out and adress grieveances within the population and prevent the "Elite" from going off on its own tangents.
The main purpose isn't to make everyone happy, but to prevent open conflict between Patricians and Plebejians by offering a peaceful outlet and a way to make the Plebs desires known, so they can be adressed before things degrade into open unrest or even rebellion.
Thats the thing out current rulers fail to understand. By forming uniparties and thus leading the entire system ad absurdum, they aren't making some genius clever move to ensure their own power tee-hee, but removing a bunch of safety mechanisms taht are intended to keep the system stable as a whole. So as a result they know have to be in constant crisis mode and struggle with the very people they are supposed to represent.
The Chinese may be openly authoritarian, but they do understand this principle very well, and know that easy and stable rulership requires one to listen to the plebs and take their demands seriously. As long as you keep the plebs happy, you will have an easy and stress free rule with no risk of your head crowning a pitchfork.
The Chineses allowe participation not out of some moralfaggorty, but simply because it is the best way to keep your system stable form a pragmatic standpoint. This was understood in the West as well until ca. 1990, when they simply sold out to coporations instead as those offer more short term bribes than society can pay in politicians wages.
