You can get by with French most of the time, only learn Arabic if you want to settle, which I would not recommend.

Morocco is dirt cheap, taxes are a nothing-burger, so as a foreign consultant, you'll do just fine.
Bribes are not expected no, most public services are fine, and easy to service, and the current digitization initiatives means you probably won't have to interface with people much
Internet is fairly fast, but a bit worse than the US.
The desert areas are even safer than the mountains, the dunes to the south are actually incredible, but you'll want to plan a road trip, the road there is deceptively fucking LONG and full of nothing, I'd suggest you go all the way to Dakhla, it was a 10/10 for me, make sure to drink the local tea, and eat camel liver cooked in camel hump fat, trust me on that.
