Loopholes. They create new crimes to punish out of thin air. Tell the suspect to stop moving, while forcing him to move with a dog, and now, whether he moves or doesn't, he's resisting arrest. Every instinct you have as a living being will instantly force you to react to fangs buried in your arm, and it's up to the dog trainer to interpret the dog's testimony as to whether that constitutes assaulting an officer.
