It is no secret that Putin has body doubles. But he's missing a golden opportunity:
He should just openly travel and give speeches with his posse of body doubles. They could all give a speech one sentence at a time. They could meet with other world leaders for talks and sit on one giant couch. They could all travel in a band bus with decals like THE PUTINS on the side. Every time they make an appearance, they all could shake each others' hands in a prolonged salutation. They could have a reality show about their lives at the Putin Pad, with short cutaway interviews. The body doubles could be hypnotized to think they are actually Putin, but that might complicate things.
