What happens is that they bring in a "skilled" immigrant to take jobs from the native population but what they have realised that bringing someone in without a support network typically end up in that person getting homesick and leaving, long before their contract has been fulfilled. So what actually ends up happening is that for every one "skilled" worker you bring in, you are actually bringing in far more of their family as well. Many of whom have no skills whatsoever and just sit on welfare or take extremely low skill jobs like door dash, uber, manual labour etc.
