Problem is that you don’t own rights to parc a boat indefinitely on public lakes. Even in the most liberal legislations like over here in France you need to move your boat at last for two weeks a years or pay rent to the municipality

I doubt it is built to take the flex in a high sea state. Beams could snap and it just breaks apart. It's also top heavy with most of the structure above the water. It might be ok in a lake but it isn't seaworthy.

Those thick plastic drums will take a nuclear blast and last decades, you just have to seal them well. Problem is the structure. Traditionally you'd cobble some bullshit together out of skids, lash it all together with nylon rope and call it a day. Smarter way would be a grid frame made out of something decently flexible but non-degradable, with removable deck pieces to reattach lost or damaged barrels from above. Have the foresight to attach a few rollers to the bottom and you can just drag it on land at any boat launch.
Rather than make larger platforms, go modular and lash smaller ones together with some give, then have bolt holes to affix rigid beams for when the water is calm enough to motor the whole lot around together.

Also this guy's right, if you call any chemical company you can probably get those PVC barrels for free. I used to be able to get them fully cleaned out and ready for recycling, as many as I could take, just so there's fewer they have to pay to have removed. Won't even talk about how easy it is to get scrap lumber, every type of contractor on earth is pitching bins of it.
