milton friedman proposed a negative income tax equivalent to a UBI 60+ years ago, however this was only with the provision that all other forms of welfare and entitlement subsidizes are removed. I highly doubt yang the anti-white chink proposed such a plan. antony davies has also spoken of such a plan providing $5000 a month, however this is not politically feasible as no politician will agree to removing all other forms of welfare and as such is a pipe dream.
