Give housing assistance and a monthly stipend. Like others have pointed out, you can give them premium housing in an urban area with access to employment and resources but they just get angry and tear it all down for some reason. If you sent them to the middle of nowhere they'd be even more pissed, they'd destroy whatever housing you gave them or wander away to the nearest city to beg for cash to buy drugs. Oftentimes there are requirements like staying free from drugs, which none of them want to do, and is even less appealing when you have nothing to do but sit in an empty room or do community activities with other junkie burnouts.

The two most expedient solutions are to either reopen the asylums and rehab centers or to build camps where addicts and the mentally ill can receive narcotics rations in exchange for staying out of everyone's way, but the first won't happen because they were expensive and generally abusive, and the second because no one wants to pay people to sit around doing drugs all day.
