I wouldn't say power gets to their head. They don't grasp power like you and I.
They are social animals, they emulate.
When in a position of power, they do what they believe a person in power would do.
In other words, if she spent her entire life watching feel good movies about benevolant powerful people, she wouldn't actually go on a power trip.
Regardless, they end up acting. They don't understand the why or the purpose.
At best, they would do what they believe would create the best emotions. For her, first, for her peers second and the rest o the populace third.
Let's run a thought experiment.
Imagine a woman who has never socialized, never watched a movie, etc.
However, she fully comprehend societal mechanics and cause/effect relation.
You put her in a room alone and she has to take decision for the future of mankind
Nothing would get done, because she would have no socialization framework and nobody to bounce her ideas with.
That's why I said "like dogs." In some way, they almost seem to be acting on instincts.
