To be unfair time, mass & energy is the unknown. The water could be all over the bottle if it were tilted suddenly and with great force and perhaps the bottle is huge. kind of a retarded question. no indication of a gravity system or other relative downward force exerted on the liquid, just indication of rotation but not of rate. sure, I'd fill in the second bottle like there was gravity, acceleration, or centripetal force, but there's a chance I'd get the question wrong.

What is the point about which you should rotate the bottle such that the water line remains at constant height relative to the ground? Is it below, at, or above the water line?
