Banking, and financial institutions that fall downstream from it, is the biggest fucking scam in human history.
>Hey buddy, want your wealth protected? Give me a small fee and I'll put it in my vault, and I will give you a paper to say you own x amount of wealth and I'll give it back to you at any time.
>Hey other buddy, low on wealth? I can give you this IOU that equates to some wealth I have in my vault. Where did I get this wealth? It's mine of course! Just make sure you pay it back, and if you are late I'll charge you more for it.
>You want to have your wealth back? Well... I loaned it out to someone, but I can exchange your IOU for what I have left in the vault! What do you mean you want the full amount back?
How did we decide as a society that this was ok?

Banking is a scam for everyone, including rich people, except for bankers.
Most rich people's "wealth" is controlled by speculation and evaluation that are not tied to tangible wealth but instead influenced and controlled by, wait for it, banks.

The reason banks pay you interest on your deposits is to compensate you for using your money.

Does the Federal Reserve in any country, which is still a bank, do the same for a nation's wealth?

No, they're not the same.
And you've got it backwards, the generic term is central bank, the Federal Reserve is just the name for the American central bank system.
