These facilities have rules like no drugs or alcohol. So the homeless are a few mental health patients that need help. The majority are junkies or someone hiding from past mistakes. They have no business being in a functional society!

There are many homeless shelters in big cities where there are many homeless. Problem is they have rules like curfews and no drugs alcolhol. People refuse to check in early and be sober. They would rather be high and live on street. btw they can get 5+ meals a day in San Francisco from churches and hippy charities.
