Because for one, only 50+ year old boomers use that phrase. And 50+ year old boomers are the most easily offended special snowflakes of all. The phrase just kind of got worn out like a lot of other passing fads from around that time.

The point of labeling someone a "special snowflake" isn't to call them overly sensitive, it's to mock their inflated sense of their own uniqueness, by sarcastically alluding to how all snowflakes have a unique crystal pattern. It is example A1 of why boomers shouldn't be allowed to use the internet, in their complete misunderstanding of the joke and then endless repetition of that misunderstanding while thinking it's an epic own
