Sometimes it's hard to say who is actually controlling or outplaying who.

Remember that the drug cartels operate in a hyper darwinian environment.
Dumb leaders get killed quickly, and US can only control them by proxy (for political reasons).
This means the US has some control, and they use them for various purposes, but they can't have full control or full insight, as any leader open to this would be killed.
