Again, this is faulty premise you have. The natural animal kingdom age of adulthood is puberty. When a Chimp crosses puberty, it becomes an adult. There was no formal age of majority in Egypt/Babylon, you were considered liable for contracts somewhere between 13 & 15 depending upon physical development. Just lower the age of majority & no more minors are at issue. Nixon lowered the age of majority from 21 to 18 already.
