China has trade with every inch of the world and had unprecedented foreign investment poured into it over the decades to become an essential part in global supply network. It's only outwards ambitious reach and spending has been towards islands near itself in South China Sea and Taiwan.
Soviet Union spent its recovering years from WW2 pouring resources into a global dominance competition with America, sustained by an entirely disconnected economic theory and bloc that had to maintain absolute control over more than half of Eurasia.
People don't appreciate just how expensive the Cold War was, it crashed the Soviets and spiraled America into the debt fueled ponzi scheme it is today to sustain itself and its reach.
