They can replenish their ranks with fresh recruits, so the only way to stop them is with counter groups and constant pressure on power centers (such as the aid)

and the remaining hostages (around 20 people) are hiding among the other 2 million palestinians in areas that IDF still hasn't entered (such as Al Mawasi) and probably won't enter

they have admitted themselves, they could get rid of hamas in a day if they so wanted.
They don't do it because if the hostages are returned, and Hamas is defeated they lose their excuse to pick on the poor palestinians.
