Yes, but Seoul is strategically irrelevant. Most of South Korea's military industrial base is to the South, and it isn't reliant on anything from Seoul, with the exception of taxes drawn from it's population (which is basically irrelevant in the case of a full blown outbreak).
Who would win would depend on how much of a will to fight the North Koreans have, which nobody actually knows.
