The crime rate is a partial cover for the federalization, but also preemptively staging manpower in case dems try to stage a revolt to protect their leadership, or in case foreign entities with sleeper cell assets stateside try to pull some maneuver in their favor. Trump is going to figuratively lock the doors and actually arrest people Sadam-style.
