The left are not criminal-loving. They just recognize that far most criminals are people like you and me and not animals. Anyone with the wrong circumstances can end up derailing themselves, just look at you posting on 4chan, or all of us on that matter. That's already further from normal behavior than most, and what if you become further deranged as a result of bad economy, losing a spouse or having something horrible done to you in the past?
There's no conspiracy to the leftist mindset of being "pro-criminal". They're not on the criminal's side, they're just trying to do something that isn't retarded, which prison facilities are, unless it's literally about serial killers and rapists.
