The annexed regions won't have another referendum, they are already integrated parts of the Russian Federation. You must be out of touch if you believe that Russia is going to revert this integration even if it was only for the farce of redoing the referendum under UN supervision. They will never implicitly question the validity and finality of the referendum they held. Anyone with half a brain understands this even if he wished he wouldn't.

Russia's "raison de guerre" in the first place was to remove and prevent any military threat from building up in Ukraine. Demilitarization and denazification were just catchy slogans for this. Russia will not tolerate any troops of NATO members. Ukraine would be very tempted to provoke their involvement in a direct conflict with Russia.

Best case for Ukraine at this point is anything east of the Dnieper + Odessa is definitely, unambiguously russian and the rest of Ukraine is not neutral but a completely depopulated puppet state of Russia. That's the best case scenario for them and I don't think Putin will settle for anything less.
