There aren't enough shelters to accommodate the tens of thousands of stray dogs found in Delhi. This means only three possibilities for each stray dog-
1) they get killed in horrific ways and their bodies will get dumped
2) they get exported to places that eat dog meat (China/far east india) and then killed in horrific ways
3) they get killed in horrific ways and get fed to big cats in zoos

The second way being the most profitable is what will likely happen the most.

War time is different. India is not at war. Using war time strategies cannot be justified in peaceful times. Brits did it because they had no other choice. Yes. Children here frequently pelt stones at stray dogs for no reason. University students and nurses have been seen throwing puppies off rooftops or just killing puppies en masse for no good reason. It teaches dogs to fear and hate humans. There's probably an argument to also be made about Europeans having selectively bred their dogs in better ways than Indians did. In fact I highly doubt Indians ever consciously selectively bred dogs on a large scale.

Thankfully India's fertility rate is below replacement level. The current population growth is being driven up because of the birthing generation being really big, giving birth to a somewhat smaller newer generation, which is still bigger than the oldest generation that's dying off.
