They don't care as much about you just viewing things. If you are a passive consoomer of content you're not really considered a threat to the regime. It's about tying what you put out there on the internet to a real person. So they can track and go after political dissidents.

E.g. someone made an edit to wikipedia saying George Floyd died of an overdose. Or they say that things like the Southport stabbings of those girls was racially motivated. Or even just repeating the governments own numbers on immigration in a way that "could" be "considered offensive". And it will just be NGOs, Jews and actual glowniggers only editing wikipedia.

So the average normie will only see an internet where only people with the "right" views can edit wikipedia or shitpost or make YouTube videos and social media posts. They're counting on a chilling effect (from people living in fear of getting arrested).

Time will tell though. One thing that is telling is how if you look at things like the EU's "chat control" they have clear exemptions for things like the military for this kind of automatic surveillance.

If you're downloading a lot of stuff they might be rate limiting you. Try clearing any cookies, restarting your router to get a new IP and see if it's still slow. I think it's just them trying to protect their site from DDoS rather than anything malicious. Which would explain why it works via Tor because you're hopping IPs.
