"Improvement" will always be subjective.
To an Islamist "Becoming more Muslim" is the benchmark and golden standard of improvement.

To ask if something has improved, i.e. gotten better, one must ask, for whom has it gotten better, and in what way?

A utilitarian approach might be appropriate here particularly; does the number of people who feel things have improved outweigh those who feel things have declined?

From my perspective; that of an English Nationalist, I see very little to commend the process.

On the other hand, if you are addressing a boat-rapist, The West only became a source of good in his life at all the moment he was allowed to exploit it, which is the precise thing ruining it for everybody who was there before.
