i know this sounds dumb but he's making a correct argument which is that in order to solve the problem of crime in a sustainable manner you have to address the root causes of it which is that our society has been hijacked by psychopaths with control over the financial and corporate industries who have systematically hollowed out America

same thing with the addiction and mental health crisis. you can't arrest or medicate your way out of these problems. you have to ask the difficult questions of why these problems exist, and then admit that our policies and structures within our economy and society have directly caused them, and then start the difficult work (with all parts of society and government at all levels) starting to create new systems

this is impeded by very very powerful interests who benefit from the problems, and have illegally seized control of power, attempting to prevent any meaningful change happening

sure you can say the opioid crisis hit the appalachian region harder because of the huge levels of opiates pumped into these regions, but that's not the whole story. the conditions were ripe because of decades of poverty and industries which had left.

same thing with DC or any other large metro area. the neighborhoods where crime originates have been burned out and hollowed out by poverty going back to the civil war era. this is the result of intentional decisions favoring big business and finance, especially in the last 30 years.

those decisions can be reversed, but it would mean that billionaires would have to give up their massive profits and control.

I think it's not that simple. Crime is a biological niche, it's a strategy among others. And if there is an empty niche there is a strong pressure for someone to move in and fill it. If all dealers vanished, prices for drugs would go up until someone cracked and started dealing. However the higher prices would also reduce consumption. Drugs are the easiest to explain but there are similar mechanisms for other crimes.
So yeah crime would go down. But it would not disappear.
