There are many case-by-case distinctions about what an adult is: Driver's license, buying alcohol of varying strengths, making decisions about your own body, joining the army, doing work, having sex, selling sex, etc. For instance, in Finland, you're allowed to have sex at 16, get a driver's license at 17, buy a beer at 18, and buy vodka at 20. And biologically most people of course reach adulthood before the age of 14.
